At COP31, donors tout record adaptation finance — but the gap keeps growing

GENEVA — In the closing plenary of COP31 on Monday, donor governments announced that tracked adaptation finance reached $63 billion in 2024, a figure negotiators framed as proof the post-Paris architecture is finally delivering.
The announcement drew immediate scrutiny. Several delegations described the total as nearly double what flowed in 2019, a comparison independent analysts called generous.
“Adaptation remains the orphan of climate finance — celebrated in communiqués, starved in budgets,” said Lené Aduba, an adviser to the V20 group of climate-vulnerable economies.
Behind the headline number, the composition of flows has barely moved: most finance still arrives as loans rather than grants, and private capital remains marginal. Negotiators will take up the question of grant-equivalence reporting when talks resume on Friday.
